Corruption is rampant in Government offices in the State of Goa and the present Government has failed to curb and prevent corruption in Goa. Office of the Assistant Registrar of Co-operative Societies , North – Zone at Mapusa has illegally in violation of the Goa Co-operative Societies Act registered a Co-operative Housing Maintenance Society in violation of the Circular dated 04/09/2018 issued by the Registrar of Co-operative Societies. A Co-operative Housing Maintenance Society can be registered by owners of dwelling or commercial units in a building for the purpose of maintenance of the building and its common amenities as per Rule 8 Sub Rule(7)(d) of the Goa Co-operative Societies Rules. To register a Co-operative Housing Maintenance Society the members/promoters should have title over the property or NOC of the owner of the property. However the Assistant Registrar at Mapusa without the promoters having title or NOC of the owners has illegally registered a Co-operative Housing Maintenance Society and a tenanted portion of a family is shown as open space of the illegally registered society by ignoring the remark in the note sheet of his own subordinate staff. The promoters of the society are all owners of separate plots which are developed without approval of the Town and Country Planning Department or the Planning and Development Authority and have constructed separate houses and inspite of that the Co-operative Housing Maintenance Society is illegally registered by the Assistant Registrar of Co-operative Societies under Rule 8 Sub Rule(7)(d) of the Goa Co-operative Societies Rules and a Registration Certificate as per section 8 (1) of the Goa Co-operative Societies Act,2001 is issued. A Vigilance inquiry is needed to be conducted to punish the guilty officer for indulging into corrupt practices and for illegal registration of the Co-operative Housing Maintenance Society, however till date the BJP government in Goa has failed to act against this Assistant Registrar. The tenant has urged the Government to look in to the matter and give justice to them as according to the family on the basis of the illegally registered society, the members of the society will attempt to forcefully dispossess them when infact the Goa Agricultural Tenancy Act was enacted by the first Chief Minister of Goa Late Dayanand Bandodkar who was the head of the MGP government at that time to protect the rights of the tenants which the present BJP government in Goa is ignoring.
