GOACAN welcomes the swift action taken by the officials from the Department of Legal Metrology yesterday 8th November under the Legal Metrology Act, 2009 and the Legal Metrology (Packaged Commodities) Rules, 2011 on smudging of MRP on the packages of Aquaguard water purifiers at Siolim thereby creating confidence among young student consumers in the villages of Goa.

It may be noted that based on a complaint received from a consumer regarding smudging of Maximum Retail Price (MRP) on the packages of Aquaguard Water Purifier, inspection was carried out under the Legal Metrology Act, 2009 at the Village Panchayat Siolim-Marna in Bardez Taluka on the packages which were purchased by the Village Panchayat, Siolim-Marna for distribution to various schools under the Gram Panchayat Development Plan (GPDP).

The packages of Aquaguard Blaze water purifier were supplied by the supplier from Guirim, Bardez to the Village Panchayat, Siolim-Marna. The Maximum Retail Price (Incl. of all taxes) of Aquaguard Blaze water purifier is Rs. 36,500/- whereas the supplier had supplied the packages to Village Panchayat Siolim-Marna for Rs 44,500/- there by charging an excess amount of Rs 8000/- to the Village Panchayat.

Interestingly the Maximum retail price (Incl. of all taxes) was found smudged on the packages at the time of Inspection which is a gross violation of the Legal Metrology Act, 2009 and The Legal Metrology (Packaged Commodities) Rules, 2011.

The inspection was carried out by Rajesh Vengurlekar, Inspector, Legal Metrology, Mapusa and Vikas Kandolkar, Inspector, Legal Metrology under the guidance of P. S. Shirodkar, Controller, Legal Metrology.

GOACAN is pleased to see the impact of its “I Care” Awareness drive for consumers held during the recently concluded Vigilance Awareness Week 2021 as smudging or fixing fresh MRP labels on packaged goods which causes a financial loss to consumers was one of the issues taken up during the awareness drive.

Meanwhile GOACAN has decided to write to the Director of Panchayat Siddhi Halarnkar about this incident and to issue necessary instructions to all Block Development Officers and Village Panchayats Secretaries to take precautions while taking delivery of purchased packaged items having the MRP smudged or fresh MRP labels fixed as this clearly indicates price manipulation and loss of funds provided for GPDP under the Fourteenth & Fifteenth Finance Commission.
