ECI’s focus on capacity building and error-free electoral rolls Training Program for Booth Level Officers (BLOs) is in line with the focus of Election Commission of India on capacity building of the election machinery particularly
the last mile delivery of services. ECI intends to cover the basic training of all the the Booth Level Officers and BLO Supervisors throughout the state of Goa starting from 3rd July 2025 and shall be completed on 17th July 2025. This training is organised at the level of Electoral Registration Officer for each assembly constituency reinforcing ECI’s directives for error-free electoral rolls. The program emphasizes the constitutional provisions outlined in Article 324(1) and 324(6), which delegate authority to the Election Commission of India for superintendence, direction, and control of electoral roll preparation and election conduct.
BLOs are employed by the Electoral Registration Officer (ERO) under Section 13B (2) of the R.P. Act, 1950 and operate under the ECI’s supervision as per Section 13CC. The program covers the responsibilities of BLOs in updating electoral rolls, conducting field visits, and verifying voter information. The program also focuses on the general duties and etiquette expected of BLOs, such as conducting house-to-house surveys, identifying dead, shifted, or duplicate electors, and coordinating with political party representatives. Key aspects of the training involve understanding and utilizing various forms for inclusion, deletion, and correction of voter information.
