Pilerne: A concerning case of bureaucratic apathy has come to light in North Goa, where senior citizen and a Gaonkar from Pilerne Comunidade, Mr. Hyssen M. D’Souza, has been facing undue delays in getting his application for grant of final possession of Comunidade land processed despite inspection of the said plot being carried out on 13th June 2025. The Gaonkar submitted his application on January 28, 2025, after fulfilling all necessary formalities and paying his full annual lease amount for a period of 20 years.
Despite this, the Administrator of Comunidade North Goa, Shri Pandurang Gaad, has been holding up the file on flimsy grounds, raising unnecessary clarifications and causing harassment to the senior citizen for the past nine months. It’s shameful that the lethargic functioning of officers in the Administrator’s office of Comunidades is causing such delays.
The Goa Right to Citizens’ Time-Bound Delivery of Public Services Act, 2013, mandates designated officers to dispose of cases within a specified time frame. According to the Act, each public service has a specified time limit for delivery, ranging from 10 to 30 days, depending on the service. However, in this case, the guidelines have not been adhered to, resulting in significant implications for the Gaonkar and other Gaonkars who are seeking justice to secure their rights over the Comunidade land.
The Goa Right to Citizens to Time-Bound Delivery of Public Services Act, 2013, Section 17 likely pertains to penalties or consequences for government servants who fail to provide services within specified time limits. The Gaonkar’s case highlights the need for efficient and transparent governance. It is essential that the authorities take cognizance and immediate action to address the delays and ensure that the applications are processed in a timely manner, as per the provisions of the Act. When this reporter visited the North Goa Administrator’s office at Mapusa, the administrator was not present.
